Why the numbers are trustworthy

Most diversion slide decks recycle the same handful of industry estimates. This one does not use industry estimates at all. Each figure is drawn from a cited public source — a board disciplinary order, an agency press release, a court record or a news report — and the downside examples are cases you can look up.

Two rules the deck follows: a settlement is never described as a finding of liability, and separate penalties from different years are never added up to look like a single-year total.
