A retail pharmacy in Kansas City, Kansas, operating as The Medicine Shoppe, was alleged by the federal government to have failed to keep complete and accurate records and inventories of controlled substances between December 31, 2021 and about February 23, 2023. The government also alleged the pharmacy failed to maintain certification records for retail sales required by the Combat Methamphetamine Epidemic Act of 2005.

Regulations under the Controlled Substances Act require DEA registrants to record each controlled substance received, sold, dispensed or otherwise disposed of. Those records are a core safeguard against diversion, and gaps in them expose registrants to civil monetary penalties. The DEA Diversion Control Division's Kansas City Field Office conducted the investigation.

In September 2025 the pharmacy's owner entered into a civil settlement agreement and agreed to pay $200,000 to resolve the allegations. The settlement resolves allegations only, and there has been no determination of liability.
