The physician held a Vermont medical license first issued in March 2020 under the Interstate Medical Licensure Compact. A federal indictment charged that she and others conspired to knowingly distribute and dispense controlled substances under prescriptions that were not issued for a legitimate medical purpose and not in the usual course of professional practice. The indictment also charged conspiracy to make false statements in connection with health care benefit programs and conspiracy to commit wire fraud and health care fraud.
The Vermont order does not describe how the underlying conduct was detected; it relies on the indictment and on the Kentucky board's proceedings. On January 18, 2024 the Kentucky Board of Medical Licensure adopted its hearing officer's findings of fact and conclusions of law and revoked her license.
Because both Kentucky and Vermont are compact states, Vermont law allows its board to treat another compact state's discipline as conclusive on matters of law and fact and impose the same or a lesser sanction. On November 6, 2024 the Vermont Board of Medical Practice revoked her Vermont license.
The order further provides that if her Vermont license is ever reinstated, it will be contingent on an agreed order permanently prohibiting her from prescribing or dispensing controlled substances.
