What Happened
A Wyoming pharmacy technician-in-training voluntarily surrendered her permit after being found to have diverted controlled substances.
The Wyoming State Board of Pharmacy listed the action in the "Recent Disciplinary Actions" section of its March 2017 newsletter: the holder of Technician-in-Training Permit #TT2405 voluntarily surrendered the permit due to diversion of controlled substances. The board's published summary does not name the pharmacy where she worked, specify which drug was diverted, or describe how the diversion was detected.
What Went Wrong
- A technician-in-training — typically newer staff still under supervision — had sufficient access to controlled substances to divert them before the permit was surrendered.
- As is common with board newsletters that summarize disciplinary actions in a line or two, the public record does not include the underlying facts an employer would need to assess its own controls.
How It Could Have Been Prevented
- Apply the same access controls and inventory reconciliation to technicians-in-training as to fully licensed staff — trainee status is not a lower-risk category for diversion.
- Pair new technicians with a documented verification step on controlled-substance handling until competency and trustworthiness are established.
- Confirm with the state board that a diversion-related permit surrender is reported with enough detail to inform other pharmacies' hiring and monitoring decisions.
